From Eyesore to Engine: Highland Terrace Sets New Standard for Community-Led Redevelopment

What does it take to transform a forgotten, contaminated stretch of land into a thriving, walkable neighborhood? For the team behind Highland Terrace, the answer lies in vision, collaboration and the power of affordable housing as a catalyst for change.

Once the site of a long-abandoned textile mill, 22 acres of blighted property in Georgia have been reborn as Highland Terrace—a two-phase, mixed-income development now recognized as a model for community-led revitalization.

Led by Vizion Driven Communities and Tapestry Development Group, Highland Terrace exemplifies what’s possible when affordable housing goes beyond bricks and mortar to build lasting community impact.

A Project Rooted in Partnership and Purpose

Phase I brought 102 units of affordable senior housing to the site, made possible through 9% Low-Income Housing Tax Credits and a deep coalition of partners. Organizations like Mercy Medical, NeighborWorks Columbus and Truth Springs Church provided everything from healthcare to tutoring to a community garden.

Phase II continued the momentum with 134 family units, a new onsite medical center, and upgraded infrastructure that has sparked new investment throughout the area. This phase leveraged 4% tax credits and Tax Credit Assistance Program (TCAP) funds to expand access and impact.

In a milestone moment for the redevelopment, the site also received a “No Further Action” letter from the EPA—officially clearing its environmental history and opening the door for sustainable growth.

More Than Housing: A New Way of Life

The transformation goes far beyond housing. A $4 million state grant helped fund a commercial kitchen supporting local food entrepreneurs, and the entire neighborhood now pulses with energy, opportunity and pride.
