Tapestry Development Group and 3Keys Complete Georgia Supportive Housing Institute Program to Advance Welcome House Redevelopment

ATLANTA (March 2, 2026) — Representatives from Tapestry Development and 3Keys recently completed the Georgia Supportive Housing Institute, a five-month intensive program designed to expand quality supportive housing across the state. The Institute, led by the Georgia Department of Community Affairs (DCA) and the Corporation for Supportive Housing (CSH), provides specialized training and technical assistance to teams focused on serving those facing complex housing barriers.
Selected from a competitive pool of applicants, the joint Tapestry and 3Keys team participated from September 2025 through January 2026 to strengthen redevelopment plans for Welcome House, an affordable housing community in downtown Atlanta. Together, the organizations are re-envisioning the property to provide sustainable, service-enriched housing for residents while addressing structural and programmatic challenges.
“Welcome House has been a vital tool to combat homelessness in Atlanta, but it is time to reimagine it to better serve residents long-term,” said Jon Toppen, co-founder and president of Tapestry Development Group. “Participating in this program gave our teams what we needed to move the redevelopment process forward.”
As part of the program, participants received expert guidance on project design, financing, service integration, property operations and trauma-informed practices. The curriculum emphasizes evidence-based approaches that provide immediate access to permanent housing without preconditions such as sobriety or service participation.
Upon completion participants who completed the Institute emerged with funder-ready housing plans, access to post-program technical assistance from CSH, potential predevelopment lending opportunities and competitive standing in DCA’s 2026 Supportive Housing Notice of Funding Opportunity. Collectively, last year’s cohort of projects represented 688 proposed new units statewide, including 257 supportive housing units.
